Since 1991, jukebox operators have had the right to collect the PPL public performance fees from their customers (pubs, clubs and other venues) and pay them to PPL. Venues supplied with a jukebox from an operator that did not wish to pay the public performance fees to PPL would be required to pay the fees themselves.

Since 2018 PPL’s public performance licensing has been undertaken by PPL PRS Limited, its joint venture with PRS, and the same method of licensing of jukeboxes for PPL has continued.

The licensing of jukeboxes through jukebox operators added a layer of complexity to this process and was not ideal for the jukebox operators. PPL therefore made an application in 2024 to the Copyright Tribunal to change the way that jukeboxes are licensed and to remove the right of jukebox operators to collect the PPL public performance fees for jukeboxes at the sites that they supply. This application was supported by BACTA, BBPA and UK Hospitality.

The changes proposed by PPL were accepted by the Copyright Tribunal in December 2024 and took effect from 1 July 2025.

From 1 July 2025 the PPL public performance fees for jukeboxes will be collected in one of two ways.

Scenario How will the fees be collected?
The jukebox is an NSM jukebox supplied to a venue by a jukebox operator.
NSM will collect the PPL public performance fee for the jukebox. This will be recharged to the venue via the jukebox operator and included in the monthly rental for the jukebox.
The jukebox is supplied by another manufacturer, such as Soundnet, TouchTunes or Jaybox and supplied to a venue by a jukebox operator.
PPL PRS will charge the venue directly for the jukebox from 1 July 2025 as part of their annual TheMusicLicence invoice.

Glossary:

Jukebox Manufacturer – The company that makes the jukeboxes.

Jukebox Operator – The business that looks after the venue where the jukebox is sited and collects the rent for the jukebox from the venue owner.

Dubbing Licence – this is held by the manufacturer and allows them to copy music onto the jukebox.

Jukebox Rental – The venue pays rent to the supplier of the jukebox.

Jukebox with Background Music Facility – the jukebox can play music without a customer selecting songs (usually controlled by the venue owner and is used to cover quiet periods when customers are not using the jukebox).

Jukebox without Background Music Facility – The jukebox can only play music if a venue’s customer selects songs.
